Dr. Atul Agarwal <\/strong>is a business Professor of Operations Management in the Department of Management, Marketing, and Operations (MMO) at UIS. He teaches Operations Management and MIS related courses at the graduate and undergraduate levels.<\/p> He obtained a B.S. degree in Metallurgical Engineering from IIT Kanpur, India followed by an MBA and a Ph.D. in Business Administration. Before joining UIS, he was on the faculty at the General Motors Engineering & Management Institute (now Kettering University) in Flint, MI for 13 years where he also served as the Director of the MS in Lean Operations Management program for GM and Delphi corporations. He has interacted closely with Fortune 500 Corporations by conducting training workshops and on helping on projects targeted specifically to solve complex industry problems. <\/p> Professor Agarwal\u00e2\u00bf\u00bfs research interests include lean practices for process improvements in service and manufacturing sectors, modeling for supply chain networks, quality control systems for health care organizations, DEA modeling for service industries, and cross-culture business communication. She previously practiced law serving indigent individuals, where she specialized in family law, domestic violence, civil rights, and housing law, including public and subsidized housing. She currently teaches in the areas of constitutional law, philosophy of law, poverty law, family law, employment discrimination, and public advocacy. She conducts research in modern and historical gender law, constitutional law, family law, employment discrimination, and the legality of the current practices of the U.S. Border Patrol. She has published articles on the Americans with Disabilities Act, the Family and Medical Leave Act, employment discrimination under Title VII, parental leave policies at colleges and universities, and sex- and gender-based rights in family law. She has also published work investigating the historical development of women\u00e2\u00bf\u00bfs legal and political status, revealing the increasing constriction of women\u00e2\u00bf\u00bfs rights over time in English legal history, the impact of those developments on U.S. law and tradition, and the ways in which political memory operates to manipulate public conceptions of historical events in ways that shape concepts of personal and national identity and directions in public policy. Recent publications have analyzed the constitutionality of U.S. Border Patrol actions, particularly with respect to Fourth Amendment search and seizure provisions, and the disparate prosecution of mothers when another parent harms their children. <\/span><\/p> Professor Anthony has worked with Project Corazon representing asylum seekers left homeless in Mexico under Migrant Protection Protocol program. She has spent time at the South Texas Family Residential Center working with Proyecto Dilley representing detained asylum seekers. She has also worked with the Center for Human Rights and Constitutional Law visiting multiple Border Patrol detention facilities along the Texas border to monitor compliance with requirements for the Minnesota and has been teaching modern European and Russian History courses at UIS since 2002. Her research focuses on the intellectual, cultural, and diplomatic relations between France and Russia in the nineteenth century. She has published extensively on negative attitudes about Russia and the Russian Orthodox Church in western European discourses. Currently she is writing a book on Anton Berezowski's attempt to assassinate Emperor Alexander II in 1867, in the broader context of criminal justice systems, radicalism, and political terror in France and Russia. In November 2019, Jessica joined the University of Illinois Springfield as the Director of Web Services. Additionally, she is the owner and president of Resolute Design and Development, a web design and development company based in Illinois.<\/p> As the Director of Web Services, Jessica Baumberger is responsible for managing the architecture of the UIS website and ensuring that it performs optimally to help the university achieve its strategic marketing and recruitment goals. Collaborating with the Campus Relations unit, Jessica develops strategies to improve user experience (UX), optimize search engine rankings (SEO), and raise UIS' online profile.<\/p> Jessica manages web standards and user-access controls, oversees the training of web authors and editors, and ensures compliance with federal, state, and university web standards for security and accessibility. She also leads the Web Services team and student workers and supports strategic marketing efforts through effective design and content presentation. Additionally, she contributes to monthly data analytics reports and collaborates with representatives from all units, colleges, and divisions at UIS, as well as relevant units on the Urbana and Chicago campuses and U of I System administration.<\/p> Jessica stays up to date with emerging technologies and tools to ensure that UIS stays at the forefront of web development. She is a strong advocate of AI and is exploring ways to use this technology to enhance UIS' web presence. During his 27-year career, he worked a variety of assignments including dispatch, patrol, narcotics, SWAT, and Investigations. Marcus retired March 10, 2023, at the rank of Sergeant and was a supervisor on the day shift patrol division.<\/p> After retirement, Marcus began working with the Illinois Innocence Project through the University of Illinois-Springfield as the Associate Director of the Wrongful Conviction Awareness and Avoidance training project. This project has brought training on Wrongful Convictions, and the common contributing factors that lead to Wrongful Convictions, to recruit police officers in the State\u00e2\u00bf\u00bfs many police academies. This training was made mandatory by the Illinois Law Enforcement Training and Standards Board in 2023. <\/p> Marcus has an AAS degree in Criminal Justice from Parkland College, a Bachelor of Arts degree through Eastern Illinois University, and a Master of Public Administration degree through the University of He has been a faculty member at UIS since 2012. He received his Ph.D. in Public Policy Analysis and Administration from St. Louis University. He was awarded the University\u00e2\u00bf\u00bfs Pearson Faculty Award for Outstanding Teaching in 2023. He served as Interim Associate Vice Chancellor for Undergraduate Education at UIS during the 2016-18 academic years and as chair of the Public Administration Department from August 2015-2020. His most recent position before joining UIS was Deputy Director of Academic Affairs and Student Success at the Illinois Board of Higher Education.
